37 illegal constructions were allowed, two chief inspectors and IMT inspectors were punished in the Municipality of Lushnje

Twelve people, two chief inspectors and inspectors of the Territory Protection Inspectorate (IKMT), police officers and other defendants, were sentenced at the request of the Prosecution at the Lushnje Court of First Instance, after allowing 37 illegal constructions for a period of 18 monthly in the territory of Lushnje Municipality.

From the investigation and trial it was found that in the period April, August 2019 and January 2021 - March 2022, 37 illegal constructions were carried out in the administrative territory of Lushnja Municipality, for which no action was taken according to the law by the chief inspector and inspectors of the Local Territory Protection Inspectorate , Lushnjë Municipality, or was acted upon by them after being notified of the initiation of investigations by the investigation bodies, in order to escape criminal prosecution.

Of these illegal constructions, 31 belong to the period January 2021 - March 2022 and 6 to the period April - August 2019.

According to the investigations, it has been found that in 25 cases, there were no findings, decisions on fines or decisions on demolishing illegal objects by the inspectorate. While in 12 cases of construction without permission, administrative measures were taken by IMT.

At the end of the judicial review, the Court of First Instance of the General Jurisdiction of Fier, with decision no. 217, dated 12.03.2024, decided:

4. The guilty declaration of the defendant Xh.Z., inspector of the Local Territory Protection Inspectorate, Lushnjë Municipality, for committing the criminal offense "Abuse of duty", in collaboration.

5. The guilty plea of ​​the defendant BH, a police officer, accused of committing the criminal offense of "Passive corruption of persons exercising public functions", in cooperation.

7. The guilty declaration of the defendant E.Sh., for committing the criminal offense "Active corruption of persons exercising public functions", in cooperation.
