SPAK lands in the KPP/ Tender for e-Gate, was taken away from low-value winners

An investigation by the Special Prosecution Office (SPAK) has focused on the Public Procurement Commission (KPP), following suspicions of irregularities in the review of a tender for the installation of  e-Gate electronic gates  at the ports of Durrës and Saranda.

According to  MCN TV , SPAK has requested all documentation related to the procurement procedure, including the initial evaluation of bids, the appeal process, and the decision-making of the Public Procurement Commission, as elements of a corrupt affair are suspected.

The same sources confirm that the investigation initially arose from another criminal proceeding, but during the verifications, prosecutors encountered indications related to this tender and the way the complaint was handled at the Public Procurement Commission.

The tender was held in May by the Centralized Purchasing Operator. Initially, two companies were declared winners, having submitted a bid about  37% lower  than the limit fund, which at the time was considered a considerable saving for the state budget.

However, following an appeal filed by the losing company, the Public Procurement Commission decided to overturn the initial result and revoke the contract from the first winners, awarding it to the appealing company.
