The economics of concerts, the prime minister's imaginary 100 million euros

Prime Minister Edi Rama reacted against public criticism over the use of the budget reserve fund to subsidize Kanye West's private concert. Through language inappropriate for a prime minister, with vulgar labels towards critics, the head of government has given his arguments as to why spending 4.2 million euros of citizens' money was a good investment.

"4 MILLION EUROS at the last minute, in order not to embarrass Albania, in the eyes of nearly 25 thousand foreigners from 80 countries who have already bought tickets for Kanye West in time; in order not to miss a fantastic opportunity to promote Albania as a tourist, for one of the largest communities in the world, music lovers; to stimulate the economy, which, for example, according to UEFA, had an income of 160 million euros from the Conference League Final, while from this concert - in the conditions artificially made difficult by the heartless - we count on no less than 100 million euros in income," Rama wrote on his Facebook profile.

But will the Albanian economy really benefit from the concert by 100 million euros, as the prime minister claims?

First, one thing is certain. The concert itself is a financially unprofitable activity. The fact that the government is forced to disburse 4.2 million euros from the budget to pull the activity out of the hole is irrefutable proof of the financial bankruptcy of the project.

And this is only the officially accepted subsidy, because we do not know how the costs of building the stadium and other organizational costs of the event were financed. Has the government intervened to bring private subcontractors to the construction of the stadium and dictated conditions to them by promising compensation in other ways?!

However, a project or investment may not be profitable "per se" and at the same time generate income for the local economy. Public investments are a classic example of this. Many roads, railways or other public works may be financially unfeasible to be built with private capital, but are subsidized with public money and generate large benefits for the economy.

But financial analyses of costs and benefits are always done on the basis of real indicators and not random figures. The figure of 100 million euros, which the Prime Minister says will benefit the economy from the American rapper's concert, has no supporting basis behind it, except for Mr. Rama's conjectures.

Ajo është thjesht një shifër e hedhur në turmë pa asnjë analizë reale financiare dhe nuk do të ndryshonte asgjë edhe sikur kryeministri të thoshte se përfitimi i ekonomisë do të 200 milionë, 300 milionë apo edhe 1 miliardë euro. Por tani të kthehemi në botën reale sepse literatura tashmë ka një bazë gjithmonë e më të pasur vlerësimesh të impakteve ekonomike të koncerteve apo aktiviteteve kulturore në ekonomitë lokale ku ato realizohen.

Për shembull, "Turi Era" i Taylor Swift në Shtetet e Bashkuara gjatë vitit 2024 është një nga më të studiuarit në këtë aspekt. Mes të tjerave, këngëtarja e famshme amerikane zhvilloi dy koncerte në Denver të Kolorados në verën e vitit 2024, ku morën pjesë më shumë se 150 mijë spektatorë.

Sipas vlerësimeve të Institutit Common Sense dy koncertet gjeneruan 38 milionë dollarë të ardhura direkte nga shitja e biletave dhe 140 milionë dollarë në GDP-në e Kolorados. Pra dy koncerte masive me mbi 150 mijë pjesëmarrës dhe çmimet e Shteteve të Bashkuara të Amerikës gjeneruan gjithsej 140 milionë dollarë aktivitet ekonomik.

Por për ta përafruar edhe më shumë bazën e vlerësimin me Shqipërinë do të shërbente koncerti pikërisht i Kanye ëest, në Stamboll dy muaj më parë. Koncerti i mbajtur në statidumin Ataturk pati një pjesëmarrje prej 120 mijë vetësh dhe sipas vlerësimeve gjeneroi nga 50 milionë deri në 100 milionë dollarë për industrinë turke të turizmit.

Dhe këto ishin vlerësime nga vet organizatorët, të cilët në Turqi nuk kërkuar para nga qeveria për të mos falimentuar. 

Tani të kthehemi në Shqipëri. Sipas të dhënave që publikon vetë kryeministri, koncerti në Tiranë pritet të ketë 25 mijë pjesmarrës nga jashtë. Me një çmim mesatar bilete prej 250 eurosh, këta persona kanë gjeneruar në total 6 milionë euro të ardhura për organizatorët.

Studimet e specializuara tregojnë se ekonomiksi i koncerteve ka një multiplikator shpenzimesh që luhatet nga 1.5-3 herë, që do të thotë se për çdo 1 lekë bilete ka 1.5-3 lekë të tjera shpenzime për ushqim, transport, akomodim në ekonominë lokale. 

Pra në rastin më të mirë 20 milionë euro gjithsej, ndërsa në skenarin me realist rreth 15 milionë euro në total kontribut për ekonominë e vendit. Ky është vlerësimi me realist i impaktit që koncerti i Kanye West do të ketë në ekonominë shqiptare, i cili përputhet plotësisht me koncertet e ngjashme të zhvilluara edhe në vende perëndimore, ku çmimet madje janë më të larta.

Fjala vjen Afro Nation Portugal, i mbajtur në vitin 2023, tërhoqi 40 mijë pjesëmarrës. Kontributi i tij total ekonomik për ekonominë e Portugalisë u vlerësua 15 milionë dollarë.

Me këto llogari, financiarisht subvencionimi me 4.2 milionë euro i koncertit për buxhetin është një operacion negativ, pasi me një qarkullim total prej 20 milionë euro, arka e shtetit nuk do të kapte dot as paratë e shpenzuara.
