SPAK has arrested a person suspected of being the leader of a structured criminal group involved in international drug trafficking from Albania to Montenegro, Turkey, EU countries and South America, while also uncovering three episodes of trafficking in large quantities of drugs.

Emiljan Burba ended up in handcuffs, against whom the Special Court has imposed the security measure of "prison arrest", while investigations against him had begun in 2024 for the criminal offenses of "Trafficking in narcotics", "Structured criminal group" and "Commitment of criminal offenses by a criminal organization or structured criminal group".

According to SPAK, Emiljan Burba is considered one of the leaders of the criminal group, especially for the episode of trafficking 236 kilograms of marijuana to Turkey.

From the investigations so far, 14 people have been identified, against whom security measures have been imposed, as they are suspected of being part of the criminal group and involved in organizing drug trafficking.

"From the review and analysis of the administered data, it has been possible to initially identify 14 (fourteen) persons under investigation, previously prosecuted in the interests of this criminal proceeding: IS, (alias X.,), E. Sh., R. Rr., B. S (alias X), A. N (alias LS,), H. S (alias X, alias L.,), VB, P. Rr., G. Rr., AA, (alias Ç.,), A. Gj., (alias I.,), AQ, J. Ç., and MB, against whom personal security measures have also been imposed as they are suspected of having been involved in criminal activities in the trafficking of narcotics," the SPAK announcement states.

According to investigations, the criminal group organized the trafficking of narcotics from Albania to Montenegro with the final destination being Germany, from Albania to Turkey, as well as the transportation of cocaine from South American countries to European Union countries.

Part of the evidence was obtained through the analysis of communications on the encrypted Sky ECC platform.

SPAK informs that so far three episodes of international drug trafficking have been documented, where in total over 2.4 tons of narcotics have been seized. Specifically:

November 3, 2020 – Montenegrin authorities seized 1,722 kilograms of marijuana, transported from Albania to Germany.

January 26, 2021 – Turkish authorities seized 236 kilograms of marijuana, headed from Albania to Turkey.

November 23, 2020 – Dutch authorities seized 475 kilograms of cocaine at the port of Vlissingen, in a shipment that had arrived from Ecuador.

SPAK announces that investigations continue to identify and document the involvement of other persons suspected of having participated in this international criminal activity.
