The head of the CEC, Ilirian Celibashi, says that Albania is not yet ready for a complete depoliticization of the electoral administration, proposing a hybrid model where political parties continue to have a role in the administration of the elections, but not full control over the process.

During his report to the Special Parliamentary Committee on Good Governance, Celibashi said that election administration should not remain entirely in the hands of political parties, but neither should it be completely transferred to civil servants.

"I think the time has come for the administration of elections at the second and third levels not to be solely the domain of political parties. On the other hand, I do not believe that the members of these commissions should be civil servants. It is still too early for this process to be entirely administered by them," said Celibashi.

According to the head of the CEC, the most appropriate solution is an intermediate model. “Political parties should still be part of the election administration, but not 100%. A hybrid solution is needed, where the main parties are represented, while the CEC has a greater and more direct role in the selection of commissioners,” he stated.

Celibashi also focused on the vote counting process, assessing that the current system needs changes.

"I think counting at polling stations is the right solution. In any case, the way we have it today is not good," he said.

Regarding electronic voting on a national scale, the Commissioner emphasized that it is currently not feasible, as the cost of implementation across the country is estimated to reach up to 45 million euros.
