In a Facebook post, Këlliçi writes that the KKT has approved the draft decision for the construction of a 2 MW photovoltaic plant in Porto Palermo, which, as the MP points out, conflicts with the decision declaring Porto Palermo an area of ​​national importance.

On the agenda of the National Council of Territory and Water, dated 25.09.2025, at 13:00, at point no. 60, a draft decision was approved for the construction of a 2 MW photovoltaic plant in Porto Palermo, with the developer Sea Solar Energy sh.pk.

This decision contradicts the decision of the KKT No. 07, dated 27.07.2022, which declared the Porto Palermo Bay an area of ​​national importance in planning and approved the boundaries of the protected area and the internal zoning of the natural marine-coastal ecosystem of the Porto Palermo Natural Park.

So, while it talks about protection, in practice it grants building permits.

Porto Palermo also turns out to be part of the same model: projects planned for clients, friends and oligarchs. Today, the entire map of Albania, with its natural resources, coastline and beauties, has become a table where private interests are shared at the expense of the public interest.
