Protests and billions facing each other, Rama: The project in Zvërnec will continue

For more than a month, Tirana has been engulfed by daily protests against the luxury resort project in Zvërnec and Sazan, a billion-euro investment that has sparked intense debate about the environment, transparency, and corruption.

The government has minimized the situation, describing it as a normal development process, while Prime Minister Edi Rama insists that everything is within the law and that there is no reason for alarm. 

In an interview with German media  ZDF Heute , Rama defended the project, emphasizing that it is private property and a major investment that cannot be refused, while adding that the state is following legal procedures and environmental standards.

He also acknowledged that the projects are still in the planning phase and that there are no final construction decisions.

Questions from German journalists have questioned transparency, legal changes and the impact on protected areas, while Rama has insisted that there are no special facilities for construction and that any claims must be confirmed by the courts.

Essentially, the interview highlighted the clash between two narratives: on the one hand the government talking about investment and economic development, and on the other hand critics warning of environmental risks and a lack of transparency.

ZDFheute : Mr. Prime Minister, we would like to understand what the structure and plans of the investors who are planning a holiday resort in Zvernec, near the lagoon there, look like. So far it is not entirely clear who the investors are and what role the state has. Can you give us some clarification?

Edi Rama : I don't know what information you have, but there are some simple answers. First: it's about private property. Second: private property in Albania is developed through an agreement between owners and potential investors. Third: there is still no plan, because it's a process in which our state agencies have acted very, very carefully to ensure that the plan respects a series of rules and standards that are important to us. I don't know what you have discovered.

ZDFheute : Regarding the role of the state, we have discovered that you have changed several laws that have facilitated nature protection. You have reduced the protected area to enable the construction of an airport. And you have allowed construction in this area that was previously protected. Critics say that in this way you have facilitated investments and therefore have a role as a state actor.

Rama: Nuk ka pasur ndryshime për të hapur mundësi ndërtimi në zonën e mbrojtur, ku nuk lejohet të ndërtohet asnjë lloj objekti. Këto zona të mbrojtura kanë një status të veçantë në Shqipëri. Mbrojtja e zonave të ndryshme bazohet në kategoritë e Bashkimit Evropian dhe në parimin e praktikave më të mira. Kjo do të thotë se jo të gjitha zonat kanë të njëjtin nivel mbrojtjeje ndaj ndërhyrjeve dhe zhvillimit; ka dallime.

ZDFheute: Por pikërisht në qendër të zonës së mbrojtur, disa javë më parë kanë nisur punimet ndërtimore. Megjithëse ju thoni se deri tani ka vetëm plane dhe nuk ka ende një leje zyrtare ndërtimi për të filluar punimet. Kjo prek qendrën e lagunës, ne kemi qenë atje.

Rama: Nuk ka leje ndërtimi në këtë zonë. Nga ana tjetër, bazuar në ligjin shqiptar, prona private mund të rrethohet me gardh. Nëse ekziston një leje paraprake për të filluar punime përgatitore, përfshirë një vlerësim të ndikimit në mjedis.

ZDFheute: Por si mund të fillojnë punimet e para, siç thoni ju, kur të drejtat e pronësisë nuk janë të qarta? Siç e dini, Gjykata e Lartë e Shqipërisë në të paktën dy raste ka anuluar fitimin e të drejtave të pronësisë dhe i ka kthyer çështjet në shkallën e mëparshme të gjykimit.

Rama: Pretendime mund të ketë kushdo, por për ta kthyer një pretendim në një çështje juridike, duhet që një gjykatë ta konfirmojë. Dhe ndërkohë, një pretendim nuk mjafton për të ndalur gjithçka derisa gjykata të vendosë ndryshe, sepse edhe agjencitë tona shtetërore punojnë bazuar në dokumente, jo mbi pretendime. Derisa një titull pronësie të mos jetë në emrin tuaj, nuk mund të pretendoni që objekti të mos zhvillohet vetëm sepse ende nuk ju përket.

ZDFheute: Por a nuk jeni ju, si Kryeministër, përgjegjës për transparencën politike?

Rama: Transparenca është kaq e dukshme. Është shumë e lehtë për t’u parë, por nëse nuk dëshiron ta shohësh, natyrisht bëhet e padukshme. Si Kryeministër i këtij vendi, unë nuk ju tregoj histori. Ju tregoni histori. Ka kërkesa nga autoritetet shqiptare për të respektuar rregullat dhe për të vlerësuar ndikimet në mjedis. Kjo histori bazohet në fakte. Pjesa tjetër bazohet në interpretime.

ZDFheute: Do të thotë se ju e mbështesni vazhdimin e projektit?

Rama: Ne nuk mund të themi thjesht “jo” për një investim prej më shumë se katër miliardë eurosh. Dhe nëse rezultati përfundimtar do të jetë zhgënjyes, ne nuk do të vazhdojmë me të.

ZDFheute: Ndërkohë, tema ka marrë edhe një dimension politik. Çdo ditë, shqiptarët protestojnë në rrugë kundër projektit në lagunë, kundër mungesës së transparencës dhe korrupsionit; ata e quajnë “Revolucioni i Flamingove”. Si po i trajtoni këto protesta?

Rama:  They protest because they have the right to do so and because they have their own concerns and problems. They have the right to express their opinion, to protest, to criticize and even to be against me. As you can see, Zvërnec is no longer at the center of the protests. This topic has been off the agenda for weeks. Flamingos have remained as a symbol because they are a strong symbol, but people have many different reasons for taking to the streets. And I understand them. I am not talking about them.

The protest movement consists of two parts. On one side are the ordinary citizens. I approach them with great respect and try to understand what concerns them. On the other side are the organizers, the ones who pull the strings, the ones who direct and manage these protests. It is these people that I refer to when I talk about “lectures.” They are two completely different things.
