SPAK Chief Prosecutor, Klodian Braho, raised several concerns regarding the difficulties encountered in cracking down on organized crime, the relationship with the police, and the repeated request that SPAK be able to independently conduct certain operations.

Speaking in today's report to the Laws Committee in the Assembly, Braho said that SPAK and BKH should not depend on other institutions, but should have procedural and operational independence so that for a given issue, the structure is capable of carrying out the entire cycle of investigative actions.

"The issues of organized crime are complex and are made complex by new forms of money, geographical spread, internationalization, sophistication and more. There are new forms of organization and infrastructures that they use. There is money laundering even in offshore countries.

During 2025, criminal referrals from the State Police have increased to a certain extent in SPAK. We have the highest appreciation for the State Police and of course not everyone is the same and some may even have problems with the law, at least we suspect.

It is our biggest partner, but we expect even more. The actions that BKH takes are something that the law enforces. The obstacles come due to infrastructure or tactics. What we are asking for is that SPAK has procedural and operational independence, without undermining the State Police. This is not something that we find in other countries , "said Braho.
