'Balluku' case/ Head of SPAK against immunity of MPs: It is hindering

The issue of parliamentary immunity became part of the debate between Democratic Party MP, Oerd Bylykbashi, and SPAK leader, Klodian Braho, in the Laws Committee.

During the discussions, Bylykbashi asked whether the Special Prosecution Office has a strategy to deal with the situation created after the restoration of immunity, specifically referring to the case of MP Belinda Balluku, against whom security measures cannot be imposed due to her status.

Braho declined to comment on Balluk's specific case, emphasizing that SPAK's position on that issue has already been made public.

However, he expressed his personal belief that MPs should not enjoy immunity from justice.

According to the head of SPAK, although immunity prevents the imposition of security measures, it does not prevent the Special Prosecution Office from conducting full and independent investigations. He added that the lack of these measures significantly complicates the investigative process and may negatively affect its effectiveness.

"The position of SPAK on the specific issue is public. As for the constitutional situation, immunity prohibits the imposition of security measures, but does not prevent the development of investigations. It is true that the lack of a security measure makes the investigation difficult and damages it, but we do not make laws; our duty is to implement them. If it were up to me, I personally think that MPs should not have immunity at all," declared Braho.
