SPAK puts Lorena Goxhobelli and ASHK district leaders under investigation

One of the most contested institutions of the Albanian administration seems to have entered one of the most difficult periods of its existence. The State Cadastre Agency has been put at the center of a wide-ranging operation by SPAK, where managers and officials in several cities across the country have ended up under investigation, amid suspicions of an organized corruption scheme that includes property alienation, illegal legalizations and collaboration with criminal groups.

The investigation also targets the general director of the Albanian Property Agency (ASHK), Lorena Goxhobelli, along with several of her senior associates. According to reports, prosecutors are investigating a suspected network of officials who, through administrative decision-making and documentation manipulation, may have favored the registration of properties in violation of the law.

The operation has begun to yield its first results. SPAK has imposed a seizure on several land areas in the Livadh area of ​​Himara, while sources close to the investigation indicate that other actions are expected to take place in the coming weeks. The attention of prosecutors is also on the Directorate of the Tirana Rural Cadastre 1, where suspicions of abuses with the registration and alienation of properties are being verified.

According to published information, a complaint filed months ago alleges that citizens' properties were transferred to other people's names in collaboration with cadastre officials. It is alleged that the material has also been submitted to SPAK and is being verified as part of the investigation.

Investigative reports highlight that the main suspected hotbeds of corruption are located in Tirana, Durrës, Elbasan and Vlorë. Particularly in Durrës and the Lalzi Bay area, suspected cases of illegal legalization and alienation of properties are being investigated, while in Elbasan, verifications include bribery, manipulation of files and the use of Cadastral structures for the interests of criminal groups.

According to sources, investigators suspect that the influence of criminal groups is no longer limited to corrupting individual employees, but has penetrated into the institution's management levels, creating a mechanism that may have facilitated money laundering through real estate and the construction sector.

SPAK figures speak of a phenomenon of large proportions. In 2025 alone, real estate worth over 11 million euros was seized, which were allegedly registered through forged documents with the involvement of ASHK officials.

Meanwhile, according to sources, Lorena Goxhobelli has been subject to checks by the justice authorities in recent days and further procedural developments are expected against her. At the same time, the institution she heads is facing a deep operational crisis.

Over 36,000 legalization files remain pending, while thousands of square meters of property, mainly in coastal areas, have been placed under preventive seizure as they are suspected of being in the process of legalization in violation of the law. /JOQ
