While the Albanian government continues to present the holding of the NATO Summit in Tirana as certain, several reputable international media outlets have raised serious questions about this possibility.

Bloomberg reported that a change in the format of meetings is being discussed within the Alliance, considering the possibility of NATO summits no longer being held every year. If such a scenario is approved, the summit that was expected to be held in Tirana may not take place at all.

According to American media, another element that has influenced the discussions is the Trump administration's critical stance towards countries that do not meet defense spending targets. Albania ranks among the allies with the lowest contributions in this regard, which, according to the report, has increased reservations about organizing the summit in Tirana.

Doubts were further fueled by the closing statement of the Ankara Summit. Unlike the practice of previous years, the document does not specify the location of the next summit, but limits itself to the wording: "We express our gratitude for Turkey's generous hospitality. We look forward to our next meeting."

This change is striking compared to the declaration of the Hague Summit in 2025, where it was clearly determined that after Ankara, the 2027 summit would be held in Albania.

Reuters and Euronews have also reported along the same lines. Reuters, citing NATO diplomats and sources involved in the discussions, wrote that the Trump administration and dissatisfaction with the low level of Albanian defense investment have called into question the organization of the summit in Tirana.

Meanwhile, Euronews interpreted the lack of any reference to Albania in Ankara's draft declaration as a political signal, emphasizing that the Alliance is asking Tirana to accelerate its defense commitments if it intends to maintain its host country status.

There has been no official decision from NATO to change the location or format of the summits so far. However, successive reports by Bloomberg, Reuters and Euronews indicate that the possibility of Albania not hosting the planned summit remains part of discussions within the Alliance.
