Recently, the head of the Government, Edi Rama, has undertaken another initiative for control over Higher Education and scientific research.

The government has brought the new draft law to the Assembly for approval, through which the National Council for Science and Scientific Research will be established, which will be headed by the Prime Minister and there will be 7 ministers in the council who will replace the academics.

This law gives the Ministry of Education the power to control, finance and evaluate the scientific research of all educational institutions and pedagogues in the country.

In relation to this draft law, a reaction has also come from the Civic Center, which highlights the problems and invites academics, professors and unions to react to this seizure and stripping of the university of academic freedom and autonomy.

The reaction of the Civic Attitude:

The government has sent the draft law on science to the Parliament, which has received the approval of the parliamentary committees. This law gives the Ministry of Education the power to control, finance and evaluate the scientific research of all educational institutions and pedagogues in the country.

According to the draft law, the National Council for Science and Scientific Research is headed by the Prime Minister and there will be 7 ministers in the council, whose role in the academy is totally meaningless, since its role was played by a Council composed only of academics and departments of the universities themselves.

This draft law contradicts the law on higher education and scientific research, which is based on academic freedom, freedom which this law deprives the university, the department and the institute, to charge it to the newly created bodies .

This law simultaneously invalidates the academic titles obtained until now, as it creates new titles, such as researcher, or advanced researcher by duplicating the titles of professor or doctor in universities.

The Civic Attitude invites academics, professors and unions to react to this capture and stripping of the university of academic freedom and autonomy.
