CEC presents the platform where emigrants will be registered for the diaspora vote

The Central Election Commission has introduced this Friday morning the Electronic Registration Platform "PER" for immigrants who will vote for the first time by mail in the parliamentary elections of May 11, 2025.

This platform, created by the CEC, aims to facilitate the registration of Albanian citizens abroad, enabling them to exercise their right to vote.

"PER" will be available in desktop and mobile versions, free of charge, to ensure broad access and easy use from any device.

The platform consists of two main modules: the Registration Module, where voters submit their registration requests, and the Request Review Module, which enables their verification and management by the relevant authorities.

For registration in the application with which voters will vote, the main requirements will be; Facial image via camera verification, phone number and ID card data.

Access to “PER” will be done through the CEC application on the phone or from the CEC website on any computer device. The voter will create an account on “PER” where he will carry out all registration procedures.

 

How will immigrants be registered on the diaspora voting platform?

 

Redjon Lila, overseas voting specialist: For every citizen, an account must be created in PER. The voter must have 2 options for creation. Both the number and the e-mail must be correct. We confirm that the number we have written is correct. At this moment, we will receive a message from the CEC with a 6-digit 1-use code. It is enough to write this code and continue with the next step. The voter will be asked to create a new password, it must contain 8 characters in total.

 

The application must be made by a real, live person. The camera must be centered to capture a real image of the face. A photo cannot be placed. At this stage, the voter must enter his personal data, taking care to ensure that they are consistent with those on his identification document, whether an identity card or passport. At this point, the voter is confirmed that he has created his profile and he can re-enter later and apply for his application. In this case, I want to make my application later.
