Marta Kos rejects Rama-Vučić plan: Without reforms, there is no EU

Prime Minister Edi Rama and Serbian President Aleksandar Vučić have sparked new discussions on the future of the Western Balkans in the European Union, with an editorial published in the German newspaper Frankfurter Allgemeine Zeitung.

The pair proposed that their countries benefit from the common market and the border-free Schengen zone, without receiving the political rights and veto power of full members.

This plan, which would create a two-tier EU, countries with full political rights and countries that only benefit from the EU market and schemes, has aroused skepticism in Moldova and Ukraine, which seek to be accepted on an equal footing.

However, European Union Enlargement Commissioner Marta Kos told POLITICO that the idea was rejected, noting that leaders “maybe don’t know how much they have to do if they want to be part of Schengen or the single market.”

The Commissioner added that the reform process is difficult, both for economic integration and for EU membership, recalling that no country has become a member since Croatia in 2013.

Kos also noted that some special cases, such as Iceland, may advance faster due to previous economic and social integration, but for the Western Balkans, the aspiration for a “partial membership” is not feasible without fulfilling the necessary reforms.

“Iceland is already so integrated through the EEA that the Common Market exists. Schengen exists,” Kos said. “So the most difficult topics, if I talk about the necessary reforms or about EU integration, they are already there. If we talk about the development of democracy, they are very high. European values ​​are very high.”
