He broke his arm inside the Cadastre, the state turns a blind eye

A citizen went to the Cadastre to request documents and came out with a broken arm, injured body, and lying in the operating room.

The incident occurred inside a state institution, where citizens should receive service and not punches.

Employees of the Dibra Cadastre brutally raped Meleq Stojku, who requested documents from the archive. As a result of the violence, the citizen suffered serious fractures and underwent surgery at the Military Hospital. Meanwhile, the state did what it knows how to do best, closing the case.

The Dibra Prosecutor's Office decided not to initiate criminal proceedings. A quick, clean and noiseless decision. So quick, in fact, that it was made while the citizen was in the operating room.

On December 8, 2025, Meleq Stojku reported on the investigative show that on June 30, 2025, he went to the Cadastre to retrieve some old documents from the archive, with the intention of registering and applying for them. He went to the archive office to see employee Julian Lusha, arguing with this employee, and then several other employees came and forcibly grabbed him, taking him out of the office.

Prosecutor Drini Zeqo was satisfied with only the initial statements of the complainant during the time he was in the Peshkopia Hospital. This prosecutor did not order any re-examination of Meleqi's condition, to see what injuries he had and what category they fall into. In the end, he decided not to register criminal proceedings.

But wasn't there abuse of power? Is breaking an arm an injury or a wound? But if the citizen was maimed, was it still a minor injury?

Fiks Fare continued to follow this serious event, which state officials themselves have attempted to cover up. The investigative show learned that the General Directorate of Cadastre had no information about that event.

Fiksi contacted the General Directorate, which responded that "for the case in question, as soon as we were informed, a special administrative investigation commission was established by the General Directorate of the Albanian Civil Service Commission, which is verifying all the circumstances and behavior of employees in the workplace."

It further claims that it cannot comment on the use of violence. "Our institution cannot comment on issues that have already been handled by law enforcement agencies. As long as the case has been passed to the competent authorities (the prosecution), the ASHK cannot comment further on the criminal aspects of the incident," the State Cadastre Agency claims.

Finally, it writes that it will take all necessary administrative measures against violations that will be found, as well as to prevent any situation that violates the integrity of the public service.

Fiks Fare spoke with lawyer Gentian Trenova, who said that the quick investigation to avoid registering criminal proceedings is hasty and should have waited or ordered a forensic examination. The lawyer said that, looking at the photos and the condition of the citizen, we are dealing with an injury. "To determine whether it is a minor or serious injury, an examination should have been carried out," concluded Gentian Trenova.

So, in the case of Mr. Meleq Stojku, justice was not delayed. It came quickly, but to close the case. Top Channel
