The Chairman of the Democratic Party Parliamentary Group, Gazment Bardhi, has opposed the way the majority seeks to approve the 302 million euro loan agreement with the United States of America for the financing of military equipment. Bardhi emphasizes that the opposition is in favor of the agreement in principle, but against the accelerated procedure that, according to him, conflicts with the Constitution.

Bardhi stated that the full text of the agreement and the accompanying report have not yet been made available to the deputies, describing the practice of reading the document in groups as unacceptable. He said that the opposition has proposed that the agreement be reviewed and ratified in accordance with the constitutional deadlines, in the session of July 31, guaranteeing a vote in favor of it.

Yes to the agreement with the USA!

No to the unconstitutional way in which Edi Rama seeks to approve it within a day in Parliament!

This is the position of the opposition in the Albanian Parliament, regarding the 302 million euro loan agreement that Albania receives from the US to finance the purchase of military equipment.

Seanca plenare e planifikuar për sot, në orën 15:00, është thirrur në kundërshtim me Kushtetutën, e cila përcakton qartë se Kuvendi nuk mund të votojë një ligj më herët se një javë nga momenti i fillimit të shqyrtimit të tij.
 
Rasti konkret është edhe më flagrant, pasi deputetëve ende nuk u është shpërndarë teksti i marrëveshjes për të cilën ftohen të votojnë, madje as relacioni shoqërues i projektligjit të paraqitur nga Qeveria.
 
Praktika e vendosur nga Kryetari i Kuvendit, sipas së cilës deputetët duhet të njihen me tekstin e marrëveshjes përmes një leximi në grup, brenda ambienteve të Kuvendit, është poshtëruese dhe bie ndesh me statusin kushtetues të deputetit. Kuvendi ka detyrimin t'u vërë në dispozicion deputetëve të gjithë dokumentacionin parlamentar. Nëse është kërkuar që marrëveshja të mos bëhet publike, atëherë deputetët mund të angazhohen me shkrim për ruajtjen e konfidencialitetit të saj.
 
Megjithatë, shumica parlamentare refuzon ta ndjekë këtë praktikë, duke i kërkuar Kuvendit të votojë një marrëveshje me përmbajtje të panjohur për deputetët dhe pa u dhënë atyre mundësinë ta shqyrtojnë atë.
 
Për këto arsye, deklarojmë se nuk do të marrim pjesë në një seancë plenare të thirrur në kundërshtim me Kushtetutën.
 
Dëshirojmë të sqarojmë opinionin publik se ky veprim antikushtetues i shumicës parlamentare është poshtërues për institucionin e Kuvendit, për deputetët e tij, si edhe për rëndësinë që mbart marrëveshja me Shtetet e Bashkuara të Amerikës.
 
Duke vlerësuar rëndësinë e kësaj marrëveshjeje, Grupi Parlamentar i PD-së, në konsultim edhe me grupet e tjera parlamentare të opozitës, ia ka komunikuar me shkrim gjatë fundjavës Kryetarit të Kuvendit qëndrimin e tij dhe ka rënë dakord për sa vijon:
 
1. Opozita është PRO, në parim, marrëveshjes me SHBA-në.
 
2. Opozita kërkon të njihet me tekstin e plotë të marrëveshjes, duke respektuar të drejtën kushtetuese të çdo deputeti për të votuar i informuar. Menjëherë pasi të njihet me përmbajtjen e saj, opozita i ka garantuar Kryetarit të Kuvendit votën e saj PRO.
 
3. Opozita kërkon respektimin e procedurës kushtetuese të ratifikimit të marrëveshjes. Kuvendi nuk mund të injorojë Kushtetutën dhe të zhvlerësojë një marrëveshje me partnerin tonë strategjik – SHBA-në – duke ndjekur procedura të parregullta. Ratifikimi duhet të kryhet në përputhje të plotë me Kushtetutën dhe Rregulloren e Kuvendit. Për këtë arsye, kemi propozuar që marrëveshja të miratohet, në respekt të afateve kushtetuese, në seancën plenare të së premtes, më 31 korrik 2026. Gjithashtu, kemi garantuar Kryetarin e Kuvendit për praninë tonë në atë seancë dhe për votën tonë PRO.
 
These legitimate demands of the opposition, although considered reasonable by the Speaker of the Assembly, were rejected by the parliamentary majority, which is implementing Edi Rama's political message to humiliate the Assembly of the Republic of Albania, to violate the constitutional rights of the deputies and to question the constitutionality of the ratification of an agreement with our strategic partner - the United States of America.
