Rama gives concession to the Rozafa and Lëkursi forts

In the Rozafa Castle in Shkodra and the Lëkurës Castle in Saranda, it is planned to transfer two service facilities to private ownership for a 20-year lease.

The Ministry of Economy, Culture and Innovation has announced that this procedure, which provides for the use of public cultural property, is part of what is known as revitalization.

Regarding the Lëkurës castle in Saranda, the announcement specifies that it covers an area of 862 m2.

“Service environment in the Lëkurës Castle, Saranda, with an area of 862 m2. The Lëkurës Castle is located among the ruins of the village of Lëkurës abandoned in 1878, on the top of a high hill that rises in the shape of a pyramid.

The castle enjoys the status of "cultural property" reconfirmed by order no. 482, dated 1.8.2023 of the Minister of Culture, as well as the Council of Ministers' Decision no. 730, dated 13.12.2023, "On the declaration of immovable cultural property of archaeological areas A and B of the city of Saranda, the Lëkurës Castle and the Monastery of 40 Saints, and the approval of the zoning and plan for their preservation, protection and administration," the document states.

Regarding the area in the Rozafa Castle, it is determined that it is a service area in the third courtyard of the Castle with an area of 196.2 m2.

The castle enjoys the status of "cultural property" declared by the decision of the Institute of Sciences (published in the Official Gazette no. 95, dated 16.10.1948), the Rectorate of the State University of Tirana no. 6, dated 15.1.1963, the Ministry of Education and Culture with no. 1886, dated 10.6.1973, as well as the object of the Council of Ministers no. 788, dated 18.12.2024, "On the declaration of "immovable cultural property" of archaeological areas A and B of the city of Shkodra, the approval of the zoning and the plan for their preservation, protection and administration".

The notices define the criteria that must be met by entities interested in these procedures, both natural and legal persons, related to elements such as technical-legal capacities, financial situation, and judicial status.

Meanwhile, the documentation must also include: i the proposal for the use of cultural property; i. the revitalization project, according to Article 185, of Law No. 27/2018, “On Cultural Heritage and Museums”, as amended; detailed analysis of the project; iv. the territorial development plan; v. documentation for participation in previous projects; vi. the guarantee for the good administration of the property, in the form of a bank certificate, of the last 3 (three) months from the date of submission of the documentation, in the amount of not less than 10 (ten) % of the proposed project; vii. certificate for the average annual turnover of the last 3 (three) years, in the amount of at least 50 (fifty) % of the investment value foreseen in the proposed project./ Monitor/
