Edi Rama's strategists, oligarchs and businessmen with problematic backgrounds

On July 14, 2016, the Strategic Investments Committee approved the first decision to grant the status of "strategic investment/investor" in Albania. The project benefiting from the status was the "Neë Born" complex in Hamallaj, while the construction company Mane TCI of businessman Samir Mane.

Since July 2016, the Committee has reviewed 76 decisions in total, the vast majority of which have concluded with status approval, while a small number have been rejected. But who are the government's strategists?

In the large list of businesses that have benefited from the strategic status, and with it the benefits it brings, there are only three foreign businessmen. The first is Muhammad Alabar, the Arab sheikh who will build the Tourist Port of Durrës. The second foreign business is Taëni Lin Grzych-Sutton, the cohabitant of the brother of Foreign Minister Olta Xhaçka, while the third foreign business is a company called Finsec LTD, which is 70 percent owned by three Swiss citizens. but with local partner Greg Xhillari. The Swiss are the same ones who are holding hostage, since the time of Sali Berisha's government, a project for the construction of the Port in General's Beach.

The cocktail of strategists

Passed with the argument that it would bring foreign investment, especially in the field of tourism, the controversial Strategic Investment law ended up being an instrument to give fiscal favors or public lands to the country's big businessmen or strongmen of the underworld. But who are they?

The Balfin Group of businessman Samir Mane, turns out to have received the status of strategic investor several times in projects such as Green Coast in Palas or Vala Mar in Lalz.

Another big beneficiary is Shpëtim Shijaku. The iron businessman took advantage of 650,000 square meters of free public land in General Beach to build a tourist resort with villas and a hotel there. It is rumored that behind Mr. Shijaku lies the influence of Shefqet Kastrati, but according to the papers, Kastrati's group is not involved in the General Beach project or any other project that has benefited from the status of a strategic investor.

Bledar Sinani, i njohur në rrethet e ngushta të Tiranës si Dari i Apexit, është një tjetër biznesmen që ka përfituar statusin e investitorit strategjik për një projekt mbi 1 mijë hektarësh në Kepin e Rodonit. Statusi është përfituar në Korrik të vitit 2021, por ende nuk ka ndonjë avancim konkret në terren.

Artan Dulaku, biznesmeni tjetër i fuqishëm në fushën e ndërtimit rezulton gjithashtu të ketë përfituar statusin dy herë, për projektin Gone Perivol në Dhërmi dhe atë San Pietro në Gjirin e Lalzit.

Florenc Gjikuria, edhe ky një tjetër biznesmen i madh në fushën e ndërtimit, po ashtu rezulton përfitues nga ligji i investimeve strategjike me dy projekte në zonën e Dhërmiut.

Albstar, kompania e biznesmenit Idajet Ismailaj rezulton përfituese e statusit për një projekt në parkun e Butrintit në ortakëri me të afërmit e ish ministrit të infrastrukturës, Damian Gjiknuri. Manastiri Resort ka ngjallur debate të forta publike për shkak se qeveria hoqi nga zona e mbrojtur tokën ku do të realizohet projekti, ndërkohë që deputeti Vangjel Dule akuzoi publikisht në Parlament se përmes këtij projekti po grabiten pronat e Kishës.

Luan Muça i kompanisë Delta ka përfituar po ashtu statustin për një projekt me sipërfaqe rreth 190 mije mëtrash katrorë mes Dhërmiut dhe Palasës. Edhe ky ka përfituar tokë publike falas përmes statusit.

Biznesmenëve të mëdhenj u shtohen dhe ata me të kalur problematike. Pak ditë më parë SPAK arrestoi biznesmenin Pëllumb Gjoka si të përfshirë në grup kriminal. Përmes kompanisë Imperial Group, Gjoka për përfituar statusin e investitorit strategjikë për ndërtimin e një kompleksi turistik në Shkodër më sipërfaqe 113 mijë metër katrorë.

Ndërkohë një tjetër përfitues nga ligji i Investimeve Strategjike është dhe kompania Bluebay në pronësi të Mentor Mezinit. Pa ndonjë eksperiencë të gjatë në fushën e sipërmarrjes, zoti Mezini është ngjitur rrufeshëm në hierarkinë e biznesit me hapjen e disa kompanive në 5 vitet e fundit. Ai e ka përfituar statusin e investitorit strategjik për projektin Drymades Beach Resort, një investim mbi 6 milionë euro.
