EU appoints German diplomat as new special envoy for Kosovo

The Council of the European Union has decided to appoint German diplomat Dirk Schübel as the new EU Special Representative for Kosovo. He will start his mandate on 1 September 2026, for an initial term of two years, succeeding Estonian diplomat Aivo Orav.

In the official announcement, the Council praises Schübel as a diplomat with extensive experience in European institutions and German diplomacy, where he has held important leadership positions.

He currently heads the Division for Russia in the European External Action Service (EEAS). He previously served as the EU Special Envoy for the Eastern Partnership, as well as Head of the European Union Delegation to Belarus and Moldova.

According to the EU Council, Schübel's mandate will focus on supporting a stable, democratic and multiethnic Kosovo, contributing to advancing its European perspective through political engagement and public communication.

He will closely monitor progress in the political, economic and security areas, as well as the strengthening of the rule of law, the protection of human rights and communities. Schübel will also provide political guidance to the EULEX mission and support the dialogue between Pristina and Belgrade, with the aim of strengthening regional stability and good neighbourly relations.
