The Special Court returns the file against former mayor Elvis Roshi to SPAK

The Special Court against Corruption and Organized Crime has decided to return the criminal file against the former mayor of Kavaja, Elvis Roshi, accused of the criminal offense of abuse of office, to the Special Prosecution Office for further investigations.

The decision was made during a closed-door preliminary hearing by Judge Rudina Palloj. Earlier, the court had asked SPAK to supplement and reformulate elements of the indictment, highlighting shortcomings in its construction.

During the hearing, Roshi's defense objected to the procedure followed by the prosecution. Attorney Andi Skënderi argued that the investigations and filing of charges were not carried out within the legal deadlines provided for by the Code of Criminal Procedure.

So far, the Special Court has not made public the reasons that led to the return of the file for additional investigations. The full reasoning of the decision is expected to be communicated to the parties after its disclosure.
