Balla's Doubt in Evidence

During the hearing, a repeated contrast was observed in his answers: on the one hand, he emphasized that the report was based on materials and documents collected by him, while on the other hand, he often declared a lack of memory or uncertainty about specific details.

"I don't remember, it was 6 years ago, maybe," Balla said when asked about a letter from the Ministry of Defense.

In some cases he also stated that he "didn't remember" how the documents were filed or their content, adding that he had to verify them in the report.

Regarding the submission of the report, Balla initially said that it was submitted by hand to the prosecutor's office, while later adding that it could have been filed by Assembly employees.

Questions about documents and legal basis

The defense continued with detailed questions on the existence of documents for expropriations, state agreements and property valuation. Balla stated that he had received some of the references from public sources and that, according to him, the property had been expropriated.

He added that the value of the privatization seemed ridiculous to him, estimating that it could be "maybe 10 times higher," adding that he was not an expert in economic evaluations.

Klodian Skënderaj: You said that I filed the report as a member of parliament and a citizen. To your knowledge, did you base the report you signed on supporting documentation? Did you attach any documents?

Balla: I have attached what I had available.

Skënderaj: How did you secure them?

Balla: Some through official channels, some from citizens. There are three sources: the media, citizens, and the MP's special line through letters.

Skënderaj: As an MP, have you received any letter from the Ministry of Interior that you have attached to the report? Is this the letter?

Balla: I don't remember, it was 6 years ago, maybe yes!

Skënderaj: How was the report filed with the prosecutor's office?
