The investigations carried out by the SPAK Special Prosecutor's Office are expected to focus on another tender developed by the Municipality of Tirana, which in September 2022 was won by the company "5D Construction" and another economic operator "Bami Sh.pk". .

It is about the tendering procedure with a value of 5.8 million euros, where the goal was the rehabilitation of spaces and buildings in the area of ​​the former Cinema Studio.

This tender was won by the above commercial subjects by offering an offer of 3 million 450 thousand new ALL.

For this tender, the last payment that the Municipality of Tirana has made to the account of the company of its directors, Mariglen Qato, Redi Molla and Taulant Tusha, is on December 22, 2023, which has the figure of 428 million and 700 thousand lek old.

The payment was made 9 days before the new year, while the works are currently continuing in the area of ​​the former "Kinostudio".

"Ora News" has learned that in this competition "5D Construction" and "Bami" triumphed against 11 well-known companies such as "ALBAVIA" shpk & "EUROVIA" shpk, "CURRI" shpk & "BE-IS", "SIRETA 2F" shpk & "EURO-ALB", "STERKAJ" shpk & "NDREGJONI" and others.

Now the real shareholders of "5D Konstruktion" Mariglen Qato, Redi Molla and Taulant Tusha, are in prison, while SPAK is expected to extend the investigations related to the practice followed by the bid evaluation commission in the municipality of Tirana, for the announcement of the winners.

The tender has raised a lot of questions, as there are many doubts that Qato-Molla followed the same maneuvers, manipulating the scoring of bids for other operators.

Out of 12 companies participating in the tender, "5D Konstruksion" and "Bami" have emerged as winners, revealing the lowest offer of only 3,450,000 new lek.
