PD revealed the scheme: How Rama gave Xhaçka the land of Himara for 30

The Special Prosecutor's Office confirmed on Tuesday that it had registered a criminal proceeding for "falsification of documents" and had seized as a preventive measure 5,512 square meters on the coast owned by Artan Gaçi, the husband of former Foreign Minister Olta Xhaçka and a strategic investor of the government Albanian.

The property is located in Dhërmi village of Himara and it is suspected that it was obtained through forged documents.

DP MPs, through 1/5 of the members of the Assembly, revealed a year ago the scheme of a series of violations, where, among other things, they accused the Rama government of having given the husband of the former foreign minister, permission to use a coastal area in Himara for a period of 30 years.

"On 29.03.2021, with decision no. 3/5 of the Committee of Strategic Investments, the commercial entity above, which is owned by the husband of MP Olta Xhaçka, would benefit, according to the provisions of law no. 55/2015 "On strategic investments in the Republic of Albania", amended, Status of "Strategic investment/investor assisted procedure", for the investment project "Dreamades Luxury Suites". According to this decision, the aforementioned commercial entity and the project of this entity, i.e. in the sole ownership of the husband of the MP Olta Xhaçka, who, of course, due to her quality as a wife and the presumption of the legal marital regime, had some direct and directly in public goods, public funds or assistance from the public budget, where it suffices to mention the fact that this entity benefited from the use of the coast for a minimum of 30 years, support measures in carrying out legal procedures, support measures in relation to the approval of the relevant permits , support measures for the consolidation of land and property where the project will be developed, access to public infrastructure, etc.

So, according to the above decision, deputy Olta Xhaçka, due to the provisions of article 66 et seq. of the Family Code, in the capacity of the wife of citizen Artan Gaçi, as well as the provisions of article 35, of law no. 9367, dated 07.04.2005 "On the prevention of conflict of interests in the exercise of public functions", as amended, would directly benefit public goods, which the aforementioned decision of the Strategic Investments Committee gave to the company owned by her husband" , it is stated in the justification of the request of the democrats to the Constitutional Court for the removal of Xhaçka's mandate.

The criminal proceedings were registered on the basis of a report submitted to SPAK by Alfred Beleri, the mayor elected under arrest of the Municipality of Himara. According to the report, the land on which the Gaçi hotel is planned to be built in Dhërmi was obtained through the falsification of an AMTP.
